Local Councils Must Act On Animal Abuse

THIS DOG'S PICTURE is currently going around in the social media pages of allegedly being neglected and abused. 
 
Looking at it, it's hard to be convinced that this isn't so. 
 
This issue has been highlighted by Malaysia Independent Animal Rescue or MIAR which is currently doing everything possible to save the canine from its predicament.
However, the question that needs to be asked is why isn't the local council involved doing anything about it? 
 
All local councils should start to take interest in abuse issues involving pet owners in its vicinity. They should work together with the Department of Veterinary Services to investigate these cases and bring the perpetrators to book if any wrongdoing is found. After all, isn't it only human of all of us to do so?
