Animal Welfare Bill Positively On Track Says DVS

ONE OF THE MOST eagerly anticipated Bills to be enacted by Parliament is well on track, says the Director-General of the Department of Veterinary Services (DVS).

Speaking to reporters after the launch of the Malaysian Kennel Association's (MKA) international dog competition in Jalan Dagang here last Saturday, DVS DG Dato' Dr Abdul Aziz Jamaluddin said he was very pleased with the way in which the Animal Welfare Act was progressing.

"It is the only piece of legislation in the country that has extensively passed through every aspect of its process in order to become law next January," pointed out Dr Aziz and adding that the Act is currently under public scrutiny.

"The DVS has taken pains to ensure that the all-important document on animal welfare is opened up to the public at large so that everyone's view can be taken into consideration," he said.


 
Once the Bill comes into effect Dr Aziz says it will mean bad news for anyone who tries to be cruel to animals in our country. 

The DG cited incidents of poisoning and pouring hot water over dogs and cats as examples of animal cruelty. 

"What a disgrace such acts of people bring to our country," he pointed out. 

"Keeping dogs outside the gate of homes just to act as guard animals is also being cruel when owners don't take them in and show them love and affection," he added. 

The MKA event witnesed the participation of more than 300 canines and 1,500 people. 

The canine championships were held over two days during the weekend.

Animal Activists Gather To Give Support To Animal Welfare Bill By DVS

MEMBERS OF THE MALAYSIAN ANIMAL-ASSISTED THERAPY FOR THE DISABLED AND THE ELDERLY ASSOCIATION (PETPOSITIVE) HAVE TURNED UP IN AN IMPRESSIVE SHOW OF SUPPORT FOR THE MALAYSIAN ANIMAL WELFARE BILL THAT IS EXPECTED TO BE PASSED IN PARLIAMENT SOON. 

This morning as many as more than half a dozen members and supporters of PETPOSITIVE have joined scores of animal activists and NGOs to give their views on the bill which has been drawn up by the Department of Veterinary Services (DVS) in Putrajaya. 

Nearly 100 people are expected to turn up at DVS' public consultation of the animal welfare bill. 

PETPOSITIVE is represented by Anthony SB Thanasayan and Francis Siva who both use wheelchairs. 

Two medical doctors Dr SR Dev and Dr Victor Cruz are also representing the Society. 

Several young persons who support PETPOSITIVE and who have an interest in animal welfare are also joining them.

MPs Must Support Animal Act Amendments - Letters, Malaysiakini

MPs must support Animal Act amendments
Deputy Agriculture and Agro-based Industries Minister Chua Tee Yong recently said that if within the next few weeks a Parliament approval to an amendment is obtained, then those who show cruelty to animals will face heavier punishments.

The existing Act known as the Animal Act 1953 where those guilty of an offence of cruelty to animals shall be liable to a fine of RM200 or imprisonment for a term of six months or both would then be upgraded to include raising the fine for animal cruelty to RM50,000 and a jail term of not more than one year.

He added that repeat offenders would be penalised more severely.

Indeed never has there been a better time than now for such an amendment to take place.

There is an ever growing number of Malaysians who are hopeful that their furry friends get a safer and rightful protection from the authorities.

There has been an unbelievable number of abuse cases in the last couple of decades that shamefully to date the country has been mentioned and cautioned by various international bodies on the matter.

It is hence envisaged that the current members of parliament would have no qualms to ensure that this necessary and long-awaited law is enshrined.

The country's moral standing on the matter will no doubt be raised with this positive action.
