Rompin Council Admits Shooting Dog

Whilst it is true that it was the owner's fault for allowing his dog to roam outside his home's compound, why did the council have to resort to such brutality to shoot the dog? And why did the Department of Veterinary Services agree to do it instead of catching the dog so that the owner could learn from his mistake,  pay the fine and collect his dog? This is unacceptable. The council and DVS must explain.

Ipoh Animal Rights Group To Meet Dr Mah Shortly

Protest Over MBI Dog Shooting This Morning

UPDATE: Almost a dozen members of Noah's Ark gathered this morning. The MB was apparently concerned by the demonstration and officials were sent to attend to the protesters. MBI promised to call the NGOs for a meeting to discuss the issue of dog-shooting. Congratulations Noah's Ark of Ipoh for your derring-do that brought about the authorities attention to the issue.

A GROUP OF ANIMAL LOVERS will be gathering this morning at the state secretariat building here to protest against a dog-shooting incident that happened in Jalan Tasek yesterday where three stray dogs were killed. 

Two other canines narrowly escaped death but remain critically injured in a veterinary clinic in the city. 

The incident happened in the morning when Majlis Bandaraya Ipoh's (MBI) dogcatchers responded to complaints about stray dogs in an industrial area.

The local council which had given their word that in 2010 that they would not shoot dogs again obviously broke their promise when they carried their exercise to destroy the dogs.

A factory owner where the strays were shot sent out an SOS message to Noah's Ark Ipoh which rushed the injured animals to the vet.

Said Dr Ranjit Mendhir, Treasurer of Noah's Ark:     



"We want to bring the attention of dog-shooting to the Chief Minister through our peaceful protest.

"That is why we decided to be there when the assembly is going on. 

Dr Ranjit who is a veterinarian said animal lovers in Ipoh were extremely disappointed with MBI's attitude towards dog-shooting. 

"We have been trying countless of times to speak to them about finding more humane ways to solve the stray problem but they have refused to enter into dialogue with us.

"Perhaps after tomorrow, they will be more willing to do so," she told PET+BLOGSPOT last night. 

Several dozen animal lovers are expected to join Noah's Ark protest. Representatives from SPCA Ipoh and PETPOSITIVE may also be there.

SEREMBAN: There will be more waiting before we know whether the Tampin Municipal Council's enforcement department has violated regulations by allegedly shooting Johnny, a two-year-old licensed dog, on Aug 24.

The council's secretary Zulhilmi Marzuki told The Malay Mail yesterday a decision whether the officers involved in the dog-shooting operation had indeed erred was to be made by council president Razali Bakar next month.

"He will be back early next month and only then a decision can be made," he said, adding that only Razali, who was on his pilgrimage in Mecca, could make a decision.

Zulhilmi had earlier told The Paper That Cares that a committee comprising three division chiefs, appointed by Razali, was set up to probe the allegation, and if the officers involved in the operation were found to had gone against the council's rules, disciplinary action would be taken against them.

He had also said disciplinary action, if taken, would not involve the other two bodies which were also responsible for executing the dog-shooting orders as both were beyond their jurisdiction.
The council had, however, forwarded their investigation report to the Tampin Veterinary Department and Tampin District Office for their action.

The Veterinary Department revealed they had not received any such document from the council and seemed to have washed their hands off the matter.

A veterinary officer from the department, who asked for anonymity, said the department had carried out internal investigations into the matter.

"Our department's role in such operations is as an adviser. Our department's regulation states we are not allowed to shoot dogs kept inside the compound of a house. We are also not allowed to shoot licensed dogs."

The officer said two of their officers were involved in the dog-shooting operation on Aug 24 and statements had been taken from them.

"Our investigations found these officers had informed the dog-shooting team from the other two bodies about the regulations. In fact, our officers even warned them not to shoot when they are about to carry out the act.

"Despite their best efforts, the shooting went on. I do not know whether their regulations allows them to shoot licensed dogs inside house compounds. We are definitely not involved in the shooting."

The officer said numerous complaints were often received by all three bodies regarding stray dogs in the neighbourhood where Johnny's owner, S. Singaravelu, stays.

"We received complaints from the neighbourhood of dogs attacking and biting people."

On Aug 24, Singaravelu, 55, was dismayed to find Johnny, which he found two years ago at a market near his house in Taman Minang, missing.

His suspicion was aroused when he saw three Tampin Municipal Council vehicles leaving the area about 12.40am that day. He trailed them and when they stopped in Taman Batu Belang, he saw Johnny's bloodied remains inside one of the vehicles.

The 10 men in the vehicles, one of whom had a gun, refused to let him take away Johnny's carcass, except to remove the dog licence and allegedly challenged Singaravelu to lodge a police report.

The men also claimed to had shot Johnny because of complaints by neighbours.

"I was traumatised and could not stop crying," Singaravelu had said before lodging a report at Tampin police station.

The next day, he was shocked to find Johnny's carcass in a jungle near Taman Batu Belang. He then brought the remains back and held a small funeral.

Singaravelu travelled to Ampang in Selangor to meet with officials of the SPCA Selangor on Aug 26. The next day, SPCA animal inspectors Danny Thang and V. Murugan visited him in Tampin to investigate the incident.

'Justice must be served'

S. SINGARAVELU said he will ensure that justice is served to his beloved dog Johnny no matter how long it takes.

"The council is simply dragging the issue. I don't care if it takes months or even years. I will still pursue this case."

Singaravelu said three officers from the Tampin district veterinary department visited him about two weeks ago and asked him to retract the police report he had lodged.

"When they asked me to do so, I refused to budge. I asked them whether they admitted to being at fault and they said yes.

They also said they will give me a new dog to replace Johnny," he claimed.

However, a veterinary officer from the department — who asked for anonymity — said they had not asked Singaravelu to retract his police report.

"We did not ask him to retract the report. We just told him it was wrong to include our department's name in the report as we were not involved with the actual shooting.

"Singaravelu said he did not know as he is illiterate. We did, however, tell him if he is sad with what happened to Johnny, we could get him another dog. To that, he said he will speak to our District Officer about it.
"But when we followed up with him, he refused to speak to our District Officer. We are not sure why."

THE CALLS, EMAILS AND SMSes have not ceased since Tuesday when the Ipoh City Council (MBI) brilliantly announced the cessation of all dog-shooting in the state.

Here is the full text of the memorandum that was handed to the local council by as many as five animal rights and welfare as well as disability groups.

The one that had been omitted by mistake in the final copy was the Independent Living and Training Centre in Rawang, Selangor.

The memorandum was drafted by Noah's Ark of Ipoh.

Re:        Why Ipoh City Council should stop shooting dogs

The above NGO’s plead with the city council to put an end to the senseless shooting of dogs. The reason being:

1.    It is inhumane and the bloody activity is done in broad daylight.

2.    It condones cruelty and connotes a heartless society.

3.    In an effort to shooting the so called “nuisance” animal, wrong dogs and owner owned dogs are mistakenly shot.

4.    It can endanger the public. There have been cases where a stray bullet has hit the general public and traumatized children. There was an incident a few years ago when the dog shooters entered a school compound to shoot a dog. The school children who witnessed this terrible tragedy were much traumatized. Are we encouraging killing and the use of guns to our next generation??? Accidents can happen when bullets stray. Singapore banned all shooting because a stray bullet killed a man instead. Can the city council take this risk?

5.    It does not reflect well on the MBI. The general public is horrified by the blatant cruelty and blames the city council and the Mayor.

6.    Malaysia is moving towards developed nation status. We have world class facilities. Many Asian countries like Thailand, Japan and Singapore have come up with a humane way of controlling their strays.

7.    Malaysia is actively promoting tourism and thankfully we have foreigners wishing to visit our beautiful country. However many are put of by our tidak apa attitude towards our animals. They have witnessed stray dogs being shot dragged with a hook leaving a trail of blood and piled one on top of the other in a trailer.

8.    Not all dog shooters are “sharp shooters”. Often they miss and maim the poor animals. The dogs escape with wounds and are left to suffer and die a slow death. Some of these injured dogs are brought to the vet’s surgery by passersby and are either put down or treated.

              

 We would like to support the “keep Ipoh clean “campaign. There is a humane and ethical way of doing this.

ALTERNATIVES/ POSSIBLE SOLUTIONS:   

·         The use of trapping with nets, loops darts and tranquilizer guns. If we and the council work closely with DVS and the state vetinerary department we can achieve this. The state vets have designed a trap called the MB trap.

·         Work with the council to promote awareness on proper licensing, neutering and spaying of cats and dogs.

·         Pounds should be made available. All trapped animals can be left here until owners can be traced. If owners turn up they should be fined a minimum of RM200.

·         The council collects approx. RM180, 000 per year over dog licenses. A portion ofthiscan be apportioned towards a spay/neuter programme to be run by the MBI/Jabatan haiwan. To make available a mobile clinic to sterilize strays on the outskirts of the city.

·         Educating the public ob responsible pet ownership. This is so no owner owned pets are found on the streets. Many are ignorant of the fact that any unsupervised animal is or could be a potential danger to the public.

·         Education in schools. NGO’s will help with educating the school children on pet responsibilities. These young people are our future and will be a great asset in implementing the knowledge given to them NOW. MBI can fund these projects.

·         All pet shops are encouraged to microchip the pedigrees. Eventually anyone purchasing licenses for their pets must also be encouraged micro chipped. This makes the owner more traceable and cannot escape their responsibilities.

·         Allow NGO’s to have shelters for strays until the population declines.

·         Provide cheaper neuter/spay from funds from license collection to encourage the public and to help those with lower income.

 

Finally we would like to add that although we know that the MBI has to take note of the complaining public regarding nuisance dogs, we feel that with a little compassion and thought an alternative can be found.

BAN ON DOG SHOOTING WITH IMMEDIATE EFFECT.

On behalf of Noah’s Ark Ipoh I am elated with the outcome of today’s meeting with Ipoh City councilors and their enforcement officers.

The tremendous support from DVS, Pet positive, ISPCA, IAWs and SPCA helped push the much needed result.  Noah’s Ark Ipoh is especially delighted because it has continuously badgered MBI on their policy on dog shooting.

Our special thanks to Anthony Thanasayan from pet positive who with his speech and quiet resolute managed to persuade Dato’ Rahim to ban dog shooting with immediate effect.

Our special thanks also to Dr.Shukri from DVS who nailed it with the directive from his department.

It is such a shame that an animal has to die to get the result we wanted so much but on a positive note, it has opened a few people’s eyes and minds. 

To hear Dato’Rahim apologise for the tragedy and say that no one likes to kill animals is a giant step in the right direction.

We will keep the pressure on MBI and will support them in any way we can. But for now I am going to wallow in this wonderful news and enjoy a drink or two with my buddies!!!!

Ipoh bans shooting of strays

IPOH: The Ipoh City Council has banned the shooting of stray animals with immediate effect.
Council secretary Datuk Abdul Rahim Md Ariff conveyed this decision to a group of animal activists who met him yesterday to hand over a memorandum calling for the ban.

This followed the shooting of Spunk, a 10-year-old dog who was left unattended by its owner here on Oct 29.

The killing of the therapy dog drew flak from animal lovers and NGOs.

T. Anthony Siva Balan, president of the animal-friendly group Petpositive, said the council had agreed to stop shooting strays and instead use other methods to deal with them.

He said the council would send its officers to Petaling Jaya next week to learn dog-catching methods used by the city council there.

Anthony, a PJ city councillor, said Ipoh was also studying ways to set up an animal pound to keep animals caught in the streets.

He added the Ipoh council would also work with NGOs in dealing with strays.

“A committee set up by the council will discuss methods such as neutering and spaying the animals,” said Anthony, adding that the Ipoh mayor or his representative would visit the 75-year-old owner of Spunk to apologise for the shooting.

Cruel to shoot dogs, say animal lovers

PETALING JAYA: Animal lovers are up in arms over the attempt to shoot a stray dog in Jitra, saying that it is a cruel act and must be stopped.

MBPJ canine advisory team (CAT) chairman Anthony Thanasayan said the incident proved that shooting stray dogs was not only cruel but endangered people as well.

“MBPJ has already stopped this barbaric practice but some municipal councils are still shooting strays,” said Thanasayan.

On Friday, a seafood restaurant worker was accidentally shot by a man aiming at a stray dog in Jitra.

P. Rajagovallan, 65, was hit by shotgun pellets in both legs at 3.30am on Friday while he was sweeping at the restaurant where he works.

Mandy Cheong, a representative from myanimalcare.org, said her cousin from Kelantan saw dead dogs on the street after being shot.

“The bodies were then thrown into a lorry to be taken away. It is not right to use guns, ” she said.

A spokesperson for Malaysian Dogs Deserve Better says: “Shooting strays just proves how trapped in time we are. It does not augur well for our country which prides itself on having a caring society.”

Unite and finalise councillor list, PKR urged

PETALING JAYA: PKR should pull itself together and ensure the list of Selangor councillors is completed and finalised, said DAP’s Segambut MP Lim Lip Eng.

“This is the third year Pakatan Rakyat is running Selangor. There should not be any more delays. The list should have been finalised one or two months back,” he said yesterday.

Thursday’s swearing-in ceremony for local councillors for Petaling Jaya and Subang Jaya was called off at the last minute following instructions from the state government and purported technical glitches.

Lim claimed the list delay occurred because some leaders were lobbying for their people to be appointed as councillors.

“We should look at the matter at a macro level. We are talking about Pakatan versus Barisan (Nasional) and not Pakatan versus Pakatan. They have to get over it and pull everyone together. We should fight for our cause and not fight among ourselves,” Lim tweeted yesterday.

He said he was speaking up over the matter as it involved the Pakatan coalition, adding that the DAP had given its list to the media before the Selangor Mentri Besar announced it.

Meanwhile, Transparency Inter­national Malaysia also expressed concern over the delay in the naming of new councillors, suggesting that names of candidates should be made public first before formal appointments were made.

“Details of new councillors should be made available to the people and their views taken into account first,” its president Datuk Paul Low said in a statement yesterday.

“This will help in ensuring that the most important stakeholder in the exercise, the taxpayer, is involved in the process,” he added.

Despicable Act: Dog shooting; and now a man in Kedah gets shot by mistake

DATELINE KEDAH:

Dogcatchers from a local council in the state of Kedah have shot a man by mistake, injuring him seriously and landing him in hospital.

The dog shooters were apparently taking aim of a stray when the incident occurred. 

The identity of the man - whether he was a member of the public or one of the dogcatchers themselves - has not been identified at this point. 

In an immediate reaction to the news, PETPOSITIVE has condemned the act, calling it a barbaric behaviour in the 21st Century. 

The national, non profit Society to promote animal-assisted therapy for the disabled and the elderly also demanded for an immediate total ban of dog shooting throughout the country.

"Dog shooting is a most despicable and uncivilised act of any local council in this day and age," decried Anthony SB Thanasayan, President of Petpositive.

He is also Chairman of the Canine Advisory Teams (CAT) of the Petaling Jaya City Council (MBPJ) and the Klang municipality (MPK).

"The fact that the local council had to resort to shooting of dogs is a clear indication that they have no clue whatsoever in methods of canine control and stray management," he added in response to a journalist's question from a newspaper who called him for comment.

Councillors with dual roles

THREE new councillors in the Kajang Municipal Council (MPKj) appointed under the NGO quota are also from political parties.

They are Datuk Noorhisham Ishak, Mohd Adram Musa and Zulfikar Ali Ariffin.

Noorhisham said he was from the DAP but also held a post in The Humanitarian Development Foun­dation.
“I am just an ordinary member in the party and I did not go campaigning with them. But I am a team player and I would not go against the party’s decision.

“I have been active in several charity organisations and I am the secretary of the Desa Baiduri Residents Association.

“Whether as a member of a political party or an NGO, we have the obligation to serve the society,” he said, adding that he has been involved in a few NGOs for orphans and the underprivileged since 2003.
Mohd Adram is from PAS and belongs to an NGO.

“There’s no issue (that I’m from a political party) as it is for the same goal — which is to play my role for the betterment of the people.

“I have been to Indonesia to help out during the earthquake and also to Sabah and Sarawak in aid of charity organisations.

“I represent the NGO Sekretariat Pemuda Prihatin and we focus on encouraging young people to be aware of education and welfare issues,” he said.

A check online revealed that Zulfikar is the secretary for the PKR Youth.

When contacted, he confirmed his post in PKR Youth and said he also represented Youth for Change, an NGO to empower youth.

“I have yet to receive any official appointment letter but I have read The Star’s report on new councillors and heard from friends that I am appointed as a councillor for MPKj.

“I don’t think that there will be a conflict of interest as both roles are geared towards serving the people,” he said.

Taman Indah Batu 11, Cheras Residents Association chairman Lee Kau said it did not matter if councillors had political ties as long as they performed well as a councillor.

Kampung Baru Bukit Angkat (Kajang) Village Development and Security Committee (JKKK) chairman Fong Tiam Fah said if the councillor was supposed to represent an NGO, then it was best not to have a political background.

“Furthermore, there is already a quota for those from political parties. This will ensure that they are more neutral when making decisions or raising issues in the council,” he said.

Selangor Mentri Besar Tan Sri Khalid Ibrahim denied there were changes in the councillors list in Petaling Jaya City Council and Subang Jaya Municipal Council.

When the swearing-in ceremonies for the two councils, which were supposed to be held on Thursday morning, were cancelled at the eleventh hour, there were talks that the list had yet to be finalised.
Khalid said the ceremonies were called off because the state government needed time to “make sure that the records (of the councillors) are correct”.

“Every local council has got their councillors but before the swearing-in, we need to check if they are bankrupts or have criminal records to avoid embarrassment later,” he said.
