Swearing in amid much speculation


ONLY 20 councillors will be sworn-in to the Petaling Jaya City Council (MBPJ) tomorrow while three others have been “put on hold” until their cases are examined by the Selangor government.

Last Friday, the council notified only 20 councillors via short messaging system (SMS) for the swearing-in ceremony to be held on March 13 at 10.30am at the council’s Dewan Bunga Tanjung.
According to a state secretariat source the state had given council the green light to go ahead with the swearing-in ceremony to ensure that the administration goes on smoothly.

On March 7, the council called off the swearing-in ceremony five minutes before the start at 10.30am. MBPJ public relations officer Zainun Zakaria issued a statement that said the ceremony had been postponed on technical grounds.
Message sent: MBPJ councillors were informed of the swearing-in Ceremony scheduled tomorrow at 10.30am via a text message on Friday.

However, it was learnt that the eleventh-hour decision was forced upon the council as there were objections from various quarters on the appointment of three councillors — Tang Fuie Koh, Harmony Ghani Ismail and Anthony Thanasayan.

Another controversial figure is newcomer Norliana Mohamad, who entered the fray on a non-governmental organisation (NGO) quota.

However, a number of people had pointed out that she was a PAS member. When asked, Norliana admitted that she was a PJS Ketua Muslimat PAS member but explained that she was appointed under the NGO quota.

According to an official, Norliana would be sworn-in tomorrow.

Speculation is rife that a former Gerakan member C. C. Lee, 40, who joined PKR four years ago, will replace Tang Fuie Koh while Kelana Jaya Youth division chief Azman Yusof a businessman will replace Harmony Ghani Ismail.

Two-year term for councillors

ALL 288 local councillors in Selangor will be given a two-year term from March 2012 to March 2014 instead of one previously.

State executive councillor Ronnie Liu said the government had taken into account constructive ideas and strategies to encourage councillors to serve the people in an effective manner.

“In the past four years, we had given councillors a one-year term and now we feel a two-year term will allow them to plan activities in a more effective manner.

“It also allows councillors to build a closer rapport with the residents and community leaders,” he said.

In 2008, the Pakatan Raykat government broke away from tradition by appointing councillors to a one-year term instead of two as practised by the Barisan Nasional previously.

Liu said the swearing-in of councillors for the new term at several local councils was postponed because thorough vetting of the candidates was required.

“The mentri besar (Tan Sri Khalid Ibrahim) wants to listen to all commendations and complaints.
“He has the power of finalising the list but he allows all the parties, non-governmental organisations and professional bodies to submit the names of candidates.

“Their views on candidates are considered before a decision is made,” he said.
Liu said he was part of a committee that considered all the commendations and complaints before it was given to the mentri besar.

“As an executive councillor I have no power to change the names on the list.

“Khalid views all the reports on each candidate and assesses their expertise in certain areas,” he said.
Earlier, Liu attended a lunch in Section 14, Petaling Jaya, in honour of the Malaysian Khuan Loke Lion Dance Sungai Way troupe that had won the Asean Lion King Championship in Guanxi, China, on Feb 18.
