Here's another comment regarding strays from a professional dog trainer: 

"Hi, I am dog trainer and importer. I love dogs and I always believe in the fact that dogs exists to serve humans. Period. 

That is all it is about. 

They can be your pet, but there is a purpose for being a pet. That is to accept the owner as the master and serve him. Never ever the other way around. 

This is the real purpose why the dogs' ancestors were domesticated by early humans. 

Now we have a problem with stray dogs, which in anyway does not fill the specs of pets, show dogs or even working dogs. 

They are ferral animals which now due to modernization of human civilization have assume the role of pest or vermins. This is a fact that people must understand. 

We feel sad about this because generation way way back, the ancestors could be from pedigree dogs. It was due to human mishandling and lack of responsibility these dogs have now strays. 

And strays carry many diseases that our pet dogs are not immune to. Added to that they present social problems such as destroying your garbage on Time To Talk Dog On BFM
