Want To Be A Councillor? Here's How!

Candidates for local councillors are expected to fulfil the criteria of "3Cs"-- Capacity, Capability and Character.

Capacity: The individual must have the capacity to carry out his or her duties in the manner expected. This includes having sufficient time to spare to attend meetings, both formal and informal, and to communicate with local residents.

Capability: The individual must also be capable of the functions in his or her respective abilities. This would require some technical and professional knowledge.

Character: The individual must also be of sound and good character.


It must be noted that these are merely general indicators which are used in selection of councillors and although the measurements may be considered qualitative and arbitrary, they have provided useful guidelines with which individuals are evaluated.


l Process of selection


Local councillors are selected from civil society, non-governmental organisations (NGOs), professionals and experts, and political parties which form the current state government.


(a) Category 1

NGOs, professional bodies, and other organisations send their recommended list of representatives to the Selangor State Executive Council (Exco), which should be accompanied with curricula vitae, for positions within any of the 12 local councils in Selangor.

These recommended names are then evaluated by the State Exco Committee responsible for local councillor selection and evaluation.

The selection is not based on the society or organisation that has sent the recommendations, but based on the individuals themselves.

For example, it is possible for more than one individual to be selected from a particular organisation.

The list of short-listed candidates is then brought to the full state exco and after discussion, the list is approved for each respective local council.

The approved list is then finalised.

Generally, Category 1 individuals make up one quarter of the local council.


(b) Category 2


Each political party within the Pakatan Rakyat coalition has its own five-member Selection Committee which nominates a list of potential candidates from within their respective parties.

This list is then forwarded to the state exco committee responsible for local councillor selection and evaluation.

The list of short-listed candidates is then brought to the full state exco, and after discussion, the list is approved for each respective local council.

The approved list is then finalised.

Generally, Category 2 individuals make up three quarters of the local council.


l Evaluation of local councillors


The evaluation of local councillors is also guided by the 3C principle as stated above, which are Capacity, Capability and Character.

However, those are merely general criteria and a more structured system is used by the Selangor government to evaluate local councillors' performance.


There are three levels of evaluation of local councillors' performance before this is then forwarded to the state exco committee responsible for local councillor selection and evaluation.

The three groups that perform evaluations are, according to their respective areas, council mayors, state assemblymen and members of parliament.


l Council mayors


Council mayors are given an evaluation form that must be completed for each local councillor. The form consists of several sections to evaluate councillors' overall performance.

The first section contains a list of criteria where marks are given from 1, being the lowest and 10, the highest.

Examples of criteria are meeting attendance, commitment to work, knowledge and ability, integrity, leadership, discipline and punctuality, co-operation and so on. There are 11 criteria.

The second section is an open-ended evaluation for the council mayor to write about the councillor's overall performance throughout his or her tenure, including contributions made towards the zone that the councillor was responsible for.

These forms are then submitted to the state exco committee responsible for local councillor selection and evaluation.


l State assemblymen


State assemblymen are given an evaluation form that must be completed for each local councillor.

The form consists of one section, which is an open-ended evaluation for the assemblyman to write about the councillor's overall performance throughout his or her tenure.

These forms are then submitted to the state exco committee responsible for local councillor selection and evaluation.


l Members of parliament


All state assemblymen meet with the members of parliament at a joint meeting chaired by the state exco in charge of local government Ronnie Liu.

The objective of this session is to obtain full feedback and comments from the state assemblymen and members of parliament on the performance of each local councillor.

Feedback is given based on the state assemblyman or member of parliament's experience in dealing with his or her constituency's councillors, based on each local council.

A report based on this joint meeting is compiled and submitted to the state exco committee responsible for local councillor selection and evaluation.

This report is also submitted to each political party's Selection Committee.

The state exco committee responsible for local councillor selection and evaluation meets to evaluate all feedback compiled.


Upon receiving the feedback and evaluation from each of the three levels as described above, the state exco committee responsible for local councillor selection and evaluation then forwards its decisions to the state exco, which then approves the lists for each local council, and this is finalised.
