Selangor govt to announce site for modern pound next month

THE Selangor government will announce the site of a modern pound to house stray animals caught by local councils next month, said Selangor state executive councillor Dr Xavier Jayakumar.

“The Health Department directors of the local councils are receptive to the idea. While there was a proposal for the pound to be located in Sepang, there were complaints that its location is too far,” said Dr Xavier, who chairs the state health, estate workers affairs, poverty eradication and caring government committee.

It was reported that the pound, which would have proper facilities for animal care, would alleviate the problem of overcrowding in some of the pounds managed by the local authorities in the state.


Dr Xavier was speaking after attending a roundtable session with animal welfare organisations in Selangor.
“Among the issues raised by those present were that stray animals that are caught by the local council should be cared for in a humane way,” he said.

“If the strays are to be put to sleep (euthanised), they should be done in accordance to the law, although the NGO representatives here are not keen on this method.”

Dr Xavier said the representatives would like the strays to be spayed and neutered, then either put up for adoption or let free in a selected area where they would be taken care of by caregivers till old age.
“According to those present at the meeting, there are many such areas in existence but they did not want to reveal the locations,” he said.

“Meanwhile, a few organisations do voluntarily spay and neuter strays on their own, after which the animals’ ear would be clipped.

“They have asked for the local councils to recognise these animals with clipped ears by not catching these animals as they are already cared for.”

While organisations have also appealed for financial aid from the state government to carry out their work, which includes educating the public to love animals and becoming responsible pet owners, Dr Xavier said nothing could be promised now due to budget constraints.

In terms of education, he said it would include teaching schoolchildren the responsibilities of being a pet owner and how to properly care for the animals within one’s compound so that the dogs and cats did not become a nuisance.

“The NGOs have also volunteered to take care of the five pounds in Selangor,” he said, adding that most likely one NGO would be attached to one pound.

“They want to help the local personnel to care for the pound. These qualified people would like to impart their knowledge so that the stray animals would be better cared for.”

Dr Xavier said the meeting had gone well, and hoped to call more professionals to attend the next session.
Among the non-governmental organisations that attended the session were SPCA Selangor, Paws Animal Welfare Society, Animal Care, Malaysian Dogs Deserve Better, Independent Pet Rescuers, Every Dog Has Its Day, Save a Stray, and Petpositive.
