Dog owner must be held responsible, says Petpositive

Petpositive chief Anthony Thanasayan said that the authorities must act against the dog breeder for selling the dog without proper guidelines.

PETALING JAYA: The dog owner must he held responsible for the death of an elderly man in Subang Jaya, said Malaysian Animal-Assisted Therapy for the Disabled and Elderly Association (Petpositive) president Anthony Thanasayan.
Thanasayan said the authorities must also hold the dog breeder responsible as well for the tragedy.

“The dog itself is a victim here. Besides, that if the breed is banned by the Department of Veterinary Services (DVS). Why is it being sold then?” asked Thanasayan.

Yip Sun Wah ,74, lost his life after being attacked by a pit bull while he was jogging in Subang Jaya.
The attack occurred in Jalan SS19/5B, Subang Jaya, which is about one kilometre away from his home.

The dog is said to have ran out of its home and attacked Yip for nearly four minutes. The dog is owned by a 25-year-old accountant.

The police are currently investigating the matter under Section 304(a) of the Penal Code for causing death by negligence, which carries a maximum two years’ jail sentence or a fine or both.
Thanasayan said the local councils must enforce stricter rules by registering breeders and dog trainers to ensure only qualified ones get to train dogs.

“Dogs should never be trained to attack people. Get an alarm system if you want better protection for your houses,” said Thanasayan who is also a councillor for the Petaling Jaya City Hall.
The accountant got the dog three months ago, after her house was robbed.

Thanaysan also said that it was obvious the retailer who sold the dog to the accountant did not give her a proper guidelines on how to manage her pet.

He added that the local councils should create awareness among the public on how to avoid dog attacks, especially for the elderly, the disabled and children.

“Dogs can attack people if they are not properly trained. We need tougher enforcement on this matter,” said Thanasayan.

He also hoped that the DVS would try its best to rehabilitate the dog instead of putting it to sleep.
Meanwhile, Selangor DVS deputy director Dr Fadzillah Radan said that dog that killed Yip was a miniature Bull Terrier and not a pit bull. But both breeds share many similar traits

Fadzillah also said that the dog is currently placed under observation as the case falls under the purview of the police.

“We have to observe the dog for about 10 to 14 days. Currently, the dog is calm and well-behaved,’ said Fadzillah.

When asked if the DVS would rehabilitate the dog or otherwise, Fadzillah said,” It’s a police case now. It will depend on the court whether we need to rehabiliate the dog or otherwise.”

Pit Bull Owner's Statement Recorded By Police

KUALA LUMPUR: Police have recorded a statement from the owner of a pitbull terrier which fatally attacked a senior citizen out on his morning jog in his housing area in Subang Jaya yesterday, to assist in the investigation.

Subang Jaya police chief, ACP Yahya Ramli when contacted said the dog owner, who lives with her parents, was not at home but at work when the incident

happened.

 

Yesterday, the victim, Yip Sun Wah, 74, who lived in Jalan SS19/5E, Subang Jaya, died at the scene after being attacked by the male pitbull terrier belonging to another resident in Jalan 19/5B while out jogging.

 

"Police recorded a statement from the owner yesterday evening and she was not detained as the case would first be referred to the deputy public prosecutor," Yahya said.

 

He said the owner would usually leave the house dog to roam freely in her house compound and it would come in and out of the compound through the garbage chute door near the gate.

 

"Police are investigating what made the dog suddenly act aggressive because according to the neighbours, the dog had never disturbed them and there had been no case of the dog attacking anyone before."

 

He said the investigation was being carried out under Section 304(A) of the Penal Code for negligence to the extent of causing death.

 

The dog, which was caught, is now with the Veterinary Services Department for further action. - Bernama

Pit bull kills jogger

SUBANG JAYA: A man who just turned 74 a few days ago was killed by a pit bull while jogging in his housing area.

Yip Sun Wah died at the scene after the dog bit him on the neck and almost tore off his left ear in the 9.50am incident in Jalan SS19/5B, about 1km from Yip's house here.

The dog ran out of its owner's house and attacked Yip for almost four minutes before returning home.
A car salesman, who only wanted to be identified as Addy, 44, said he was on his way to meet a customer when he saw Yip being attacked by the dog.

He said he tried to hit the dog with his umbrella but it was too aggressive and only stopped attacking after Yip was motionless.

It is learnt that the owner had just got the animal about three months ago after her house was robbed.
Subang Jaya OCPD ACP Yahaya Ramli said the 25-year-old female accountant had bought the animal from a private kennel. He said she has a licence to keep the dog.

“We have released her after recording her statement,” he added.

ACP Yahaya also said the dog had escaped from the house through the rubbish compartment door which was not properly secured.

The victim's body was sent to the University Malaya Medical Centre while the dog is now with the Shah Alam Municipal Council.

ACP Yahaya said the animal would be tested to ascertain if it has any disease.
The victim's eldest son Hon Mun, 51, said he was informed of the incident by an eyewitness who called him using his father's mobile phone.

“I rushed to the scene immediately but my father was already dead,” he said, adding the victim had been jogging in the area for the past 20 years.

The case is being investigated under Section 304(a) of the Penal Code for causing death by negligence which carries a maximum two years' jail sentence or a fine or both.
Meanwhile, Subang Jaya Municipal Council director Dr Roslan Mohamed Hussin said it had started checking residential areas in the township for breeds that were said to be aggressive and dangerous.
“Seven dog breeds, namely Akita, Neapolitan Mastiff, American Bulldog, Dogo Argentino, Fila Brasileiro, Japanesa Tosa and American Pit Bull are predisposed to aggressive or dangerous behaviour,” he said.

The council is also enforcing a directive from the Selangor Veterinary Department to ban these “unmanageable or possibly dangerous” breeds.

Pit Bulls Pounce On Elderly Disabled Man

CANINE COMMENT:  

First of all, if anyone out there thinks that dogs don't bite, read this story.

The victims unfortunately are children, people with disabilities and the elderly as in the latest case.

It is for this reason why we have local councils. And it is for this very reason why they have to take action against dogs in public.

Having said that, however, notice that in this Florida, USA incident, there lurks the real reason behind the dog attack - an irresponsible owner whose dogs broke out of its cages and went on a terrorizing spree.

Why were these dogs kept in cages? Were they socialised at all? Why were they so fierce? Was it intentional?

Another thing that I don't quite like is how this story is presented.

Why describe the pair of pit bulls as "bloodthirsty?" 

Isn't this creating a very wrong image about dogs and the particular breed which is used for therapy work among the sick in the US?

Who is really at fault here? Tell us what you think.

A pair of bloodthirsty pit bulls pounced on a disabled, elderly Florida man, ripping one of his arms off and severely damaged his other arm, police said.

The vicious dogs broke out of their cages and attacked Roy McSweeney, 74, while he was doing yard work at his home in Hawthorne Friday morning.

Doctors amputated the great-grandfather's right arm and are trying to reattach his left arm.

"He is disabled and sometimes used a scooter to get around. The dogs hurt him pretty bad," Roderick Flynn, a volunteer firefighter who was at the gruesome scene, told WTEV.

Both dogs belonged to McSweeney's next-door neighbor and were handed over to authorities then euthanized, the Putnam County Sheriff's Office said.

The woman who owns the home told WTEV she wasn't home when they attack occurred and said the pooches belonged to a friend. She said she didn't know how they escaped from their kennel.

"There's no reason for dogs to be roaming free at all," said Flynn. “This should never have happened. He should be safe in his own yard."

The health department is testing the dogs for rabies.

Five Myths About Pit Bulls Busted!

WHAT A LOAD of hogwash for anyone to say that pit bulls are killers! 

Here's a delightful blog that we came across busts the five common myths about the breed and its so-called "ferocity." 

Pit bulls are no killers by nature. They only become one when an even more dangerous animal called "man" rears and trains them to become one.

And the worst that any one can do now is to play a quack expert and mislead Malaysians into having a rabid fear of certain types of breeds of dogs in the country.

The Department of Veterinary Services is to be commended for their quick response to the mauling to death of a foreigner recently in Penang by two dogs. 

They have isolated the animals to first rule out rabies. Their next action is to get down to the bottom of what really happened to trigger the animal attack in the farm.

Their next possible step is to try and rehabilitate the dogs before re homing them.

And, if it comes to that, that will be the ultimate test.

Who among us will be the first to want to offer a home to the canines with such a reputation? 

In some other western countries, the final option may never have been an option at all especially when a death of a human being has occurred.

Back to the blog, it offers us all an opportunity to understand more about pit bulls:        


"I did not realize it at first, but the first dog I adopted was a pit mix. 

I still own her, and to this day she has been one of the smartest and most devoted pets I've ever owned. 

I was fascinated by her moxie, and began reading more and more about this breed as time went on. 

The more I read and experienced, the more I realized that the bad name these dogs are receiving are solely from the type of owners they have; in other words, the dogs truly are victims of abuse and outright neglect.

Rather than go on and on about these marvelous animals, I shall paint pit bulls in a positive light by refuting many myths that surround them, fed and inflamed by the media.

1) Pit Bulls Have Always Been a Problem- Nothing could be further from the truth. For decades, this breed was hailed as a symbol of American spirit and courage. They served in wars, on television, and have been household members far before gangsters began glamorizing them and ruining their glowing reputation.

2) Pit Bulls Readily Bite Humans- This is another fallacy fanned by a media frenzy run amok. Pit Bulls must be taunted, beaten, and baited with smaller animals to be made mean. 

Just as any other breed, a pit bull made fearful will become defensive. Pit Bulls were bred to be fighting dogs in the 19th Century, but human aggression was not tolerated. 

This is slowly changing as more and more people own and misuse the God-given gifts these dogs possess. 

Some pit bulls are so loath to being mean that owners turn them in to shelters and even kill them, because they were led to believe that they were monsters and expect them to behave accordingly. These animals are naturally very loving and gentle towards people.


3) Pit Bulls Have Locking Jaws- This is untrue. Their powerful heads bite down and hold with great determination, just as their ancestors were taught to do when they were used to fight and hold prey. 

As far as pounds

per square inch of bite force, the rottweiler has far stronger jaws than the pit bull. 

What makes a pit bull dangerous when they bite is the way they hold and jerk the object about in their mouths. This often results in fractures and deep wounds. They are very powerful and display unmatched athleticism and strength, which is focused in the head and mouth.

4) Pit Bulls Cannot Be Adopted- Pit bulls are very adoptable. Shelters often screen this breed for human aggressiveness, and allow the ones who are friendly to be adopted out. 

If picked out from a new litter, the submissive ones can be chosen by holding them upside down. If they relax, then more than likely they will be gentle and loving pets. 

Having said this, I must iterate that not everyone can own this breed due to sheer ignorance. The traditional methods of inflicting punishment by beating and yelling only brings out the aggressive, defensive side of this animal. 

Treated with love, respect, and patience, the pit bull (as any other breed) responds brilliantly.

5) Pit Bulls Must Be Made to be Aggressive- This is perhaps the most glaring travesty this breed has suffered since its popularity soared a few years back. Aggression is part of this animal's genetic make-up. 

It is a horrible mistake to make a pit bull mean. The most tolerant and loving pit bull has more natural aggression than the most aggressive breed out there. 

Owners should realize that to nurture this breed with much love and gentleness turns a potential monster into a devoted, loving pet who would defend its family to the death if need be.

Owning a pit bull itself can dispel each of these myths, if the owner applies his good sense and ceases to see these dogs as the public has come to see them.

WE REFER to “Eye on two
killer dogs” (The Star, Jan 11). It is difficult to say for sure what happened at this stage without knowing every fact that took place in the farm in Penang.


However, one can always be sure that when it comes to canines, when they “kill” humans, it is almost always that they are victims of the tragedy as well.

We are positive that when the investigation is fully completed, we will finally have some answers. For now, we are pleased that the right body, the Department of Veterinary Services, is in charge of the situation.

We will first have to wait and see if rabies was the cause for the dogs to attack. If not, then the next step would be to see if the canines can be rehabilitated.

And more importantly, perhaps, who would be willing to adopt and care for the dogs.

Whatever the case, what happened is only the tip of the iceberg in matters regarding canine misbehaviour.

There are many dog owners who unwittingly subject their animals to daily “aggressive training”.

These include being tied up or locked up in small cages all day long and only let out (if at all) at night to protect properties and homes.
These pets hardly have any chance to socialise. 

They are only taken for brief walks (if at all) to defecate – and not for exercise, as what it should be.

Dogs should never be taken in solely for the purpose of protecting property. They need love, kindness and attention, just like us.

The best canines are those that are invited to live inside our homes with us.

They should even be encouraged to go on drives in our cars regularly.

Anyone who can’t meet up with such responsibilities should never keep dogs for the animals’ sake as well as their own.

Local councils can also play a strategic role in ensuring that pet dogs are kept properly.

Instead of visiting homes only to check if dogs have licences, the authorities should go a step further to come up with a helpful questionnaire or pamphlet to make sure that pet owners take care of their pets in the proper way.

These would serve as timely reminders or educational material to ensure pets are kept well so that issues of complaints or tragedies are kept to a minimum or are never repeated.

At a time of such terrible tragedy where a human life is lost, it is important for all of us to think and act rationally based on what actually happened and come up with the right answers.

Let us also be reminded of the hundreds of thousands of other dogs in our country that continue to help keep our homes secure, bring joy to the sick, comfort to the elderly, hope for the disabled and happiness to everyone through their loyal and affectionate companionship.

Pit Bulls: Response to Daniel Zeljkovic from Canada

THANK YOU all for your responses to PET+BLOGSPOT's Pit Bull Awareness Week which was launched last week.

It followed a powerful video in YouTube (Scroll Below To Watch) by some unflinching activists who are trying to separate truth from fiction about the real character of the breed.

I would especially like to thank SREBRENICA GENOCIDE Blog Editor Daniel Zeljkovic from Canada to our post: "PIT BULLS ARE ALSO VICTIMS IN DOG BITES":

The gentleman commented on Friday, February 29 at 02:56:00 PM 2008:

"The photo of a baby and a pit bull is not something I would support. You never know what could happen when you leave [a] pit bull to sleep with a baby, do you? It could bite the baby easily."

aNt's response:

Daniel, first did you watch the video? Because if you did, it would put to rest at once your reservations about pit bull terriers - and probably many other so-called "killer breeds" as the video did with me in my case.

I too once thought that pits were nasty and extremely ferocious creatures that were born to kill any living thing in its way.

Until, I pleasantly discovered recently, and more so with the amazing YouTube video, how terribly mistaken I was.

This is the same with bulls, I understand, in Spain where they are taught to charge at a waving cloth (the colour is immaterial). This is all for the cruel and greedy sport of bull-fighting.

Rottweiler's are also branded as devil dogs. I believed that once totally owing to the TV and movies where these dogs are portrayed.

My view change a 190 degrees, however when I started living with a Rottie for over 10 years. They are the most gentlest and long-suffering dogs that I have worked with as a service dog trainer in Malaysia in a wheelchair.

He could suddenly wake up and bite and kill me too, if going by your argument with babies. But his only "mistake" is that he always lavishes me with endless licks.

Back to pits, the fact that the breeds are used as service and therapy dogs surely must speak volumes about their capabilities and especially how some people try to deliberately spread disinformation against such animals.

Only this evening I caught an episode of the famous US TV show Smallville where two rogue canines, a Rottie and Golden Retriever were portrayed.

Although the TV series eventually put the blame on the laboratory that turned the dogs into killers through scientific guises, the Rottie was shown as the evil dog whilst the Golden was eventually rehabilitated.

Why not the other way around for a change? For people who don't have Rottweilers this may feed into their fears. However, for those of us who share our lives daily with them, it was completely ridiculous.

I was extremely disappointed by this portrayal as once again the powerful media had succeeded to give a totally distorted picture of the true character of a Rottie. This will only promulgate negative reactions to the breeds rather than positive ones.

The only point I will agree with you Daniel is that all dogs, no matter what breeds, need some form of supervision especially when they are with small children before one can fully leave them to care for infants.

Dear Editor, WE strongly regret the incident where a man was bitten in the leg by a pit bull terrier at a workshop in Kuala Lumpur.

Dog owners have an obligation to ensure that their pets pose no threat to the public. They must be conscientious and stringent about where and how they keep their dogs.

Canines with a strong tendency to be protective of their masters should be managed with extra care, especially when people unfamiliar to the animals are around. Overly aggressive dogs require therapy and training.

Contrary to some opinion, pit bull terriers should not be classified in any ‘banned breeds list’. They are not only regarded in many countries as wonderful family companions but some groups have even set up rescue and rehabilitation services for such dogs – with tremendous success.

Pit bulls, however, are not for everyone. They require owners who are intelligent, responsible, dedicated and understanding.

In every case of a dog attack, dogs are as much victims as the humans they turn on. Pit bulls are no exception.

The Government should review the ‘banned dogs list’ and remove pit bulls from the list.

As for the pit bull that bit the man, the Veterinary Services Department should try and rehabilitate the dog and only euthanise it when there is no other choice.

We touched an unbelievable 91 visitors a day last Thursday. However our record still holds at 102 on February 11.



This week you will notice that we have included a new video feature which will be a regular event each week from now on. We are focusing on Pit Bull breeds and how these dogs continue to become victims in our society because of a lack of understanding about these marvelous canine creatures.

Recall our recent announcement asking if there was a disabled or elderly person out there requiring a hospital bed?

We are happy to report that the bed is already taken. This, thanks to the help of Dr Chung Tze Yang from the University Malaya Medical Centre who found a patient in his hospital who really needed the bed.

According to Dr Chung, who is a PETPOSITIVE paid-up member, the bed is for a young patient who recently became permanently brain-injured. The bed itself is given to the lad as a donation by a man who PETPOSITIVE only knows as a "Mr Paul".

He was referred to PETPOSITIVE by a volunteer named Meeta.

When I checked with Mr Paul today, he said that the boy's mum had called him up and was making arrangements to collect the bed from him.

And not to worry folks, on our part PETPOSITIVE will try our best to follow up on the patient and his mum to see if they might require anything else to help the boy in leading his new life as a disabled person.

PETPOSITIVE will always be grateful to the duo for their unflinching support during our July 29 Charity Dinner and Launching Event last year. For two weeks non-stop, the English national broadcaster invited aNt as guest on their wacky morning show to talk about PETPOSITIVE and how we were trying to change the world for the handicapped and seniors through companion animals.

The deejays can be heard in their regular morning show called "The Wake Up Show". It comes on the air each weekdays from 6am until 10 in the mornings.

Letter: Dogs are victims too

Dear Editor,
WE strongly regret the incident where a man was bitten in the leg by a pit bull terrier at a workshop in Kuala Lumpur.


Dog owners have an obligation to ensure that their pets pose no threat to the public.

They must be conscientious and stringent about where and how they keep their dogs.

Canines with a strong tendency to be protective of their masters should be managed with extra care, especially when people unfamiliar to the animals are around.

Overly aggressive dogs require therapy and training.

Contrary to some opinion, pit bull terriers should not be classified in any ‘banned breeds list’.

They are not only regarded in many countries as wonderful family companions but some groups have even set up rescue and rehabilitation services for such dogs – with tremendous success.

Pit bulls, however, are not for everyone. They require owners who are intelligent, responsible, dedicated and understanding.

In every case of a dog attack, dogs are as much victims as the humans they turn on. Pit bulls are no exception.

The Government should review the ‘banned dogs list’ and remove pit bulls from the list.

As for the pit bull that bit the man, the Veterinary Services Department should try and rehabilitate the dog and only euthanise it when there is no other choice.
